Ordinance with procedures for sending alerts to the population about the possibility of disasters and for using the Public Alerts Disclosure Interface system was published on Monday (7) in Official Diary of the Union. The rules are for notifications sent by text message (SMS), pay-TV or public notice platform.
According to the text, prepared by the Ministry of Regional Development, the National Center for Risk and Disaster Management will have a digital form, in the Interface system, for the registration of institutions and responsible persons, who will be able to register, send and manage alerts, according to its level of performance and linked institution.

The triggering of disaster alerts to the population will be made by municipal civil defense and defense agencies that have the capacity and operational structure to do so. In situations where municipal bodies are unable to do this work, alerts must be sent by state agencies.
For the types of sending SMS and Google Public Alerts, the dissemination of alerts with moderate, high or very high severity level will be accepted. In the case of alerts sent via pay-TV, only those with a high or very high severity level will be allowed. All alerts sent must be accompanied by recommendations or emergency actions for the population at risk of disaster.
According to the ordinance, the registration of users for messages must be disclosed in a way that meets the interests of the population, are of public utility and have the character of preparation for a possible disaster; that contain emergency notifications with recommendations regarding the risk conditions of a given location; and clear information that is easy for the population to understand.
